No cost birth certificate and ID for voting
KDHE says you can get a birth certificate at no cost for voter ID if you have no valid photo ID, lack the documents to prove identity, are registered to vote in Kansas, and were born in Kansas. Fill out Form DE VID1 (fee waiver for a nondriver ID card), Form BCA, and the birth certificate application with "Voter ID" as the reason and 0 as the fee, and bring two documents that prove who you are. If you have one or none, call 785 296 1400 and say you need help getting a birth certificate for Voter ID. This gets a nondriver ID card, not a driver's license.
