The state sheet asks for one proof of identity, such as a certified birth certificate or a valid passport, and two proofs of current residence with your name and physical address, no more than 30 to 45 days old. A Social Security number proof is recommended. Call 307 777 4800 and press 1 for the list.
The state ID page lists the $10 fee and does not mention a fee waiver or a rule for people without an address. Call Driver Services at 307 777 4800 and ask what they accept as proof of residence if you do not have a mailing address.
